Born on July 16, 1936, in Takasaki, Gunma Prefecture, Fukuda graduated from Waseda University. He was the eldest son of former Japanese Prime Minister Takeo Fukuda. He entered the House of Representatives in 1990 and went on to hold several senior government positions, including chief cabinet secretary under Prime Ministers Yoshiro Mori and Junichiro Koizumi.

In September 2007, Fukuda succeeded Shinzo Abe as Japan’s 91st prime minister. He became the first person in Japan’s constitutional history whose father had also served as prime minister. His administration, however, faced persistent legislative difficulties amid a divided parliament and political tensions between the ruling coalition and opposition parties. Fukuda announced his resignation in September 2008, serving for approximately one year.

Fukuda placed considerable emphasis on diplomacy with Japan’s Asian neighbors, particularly China. During his premiership, the two countries issued the Joint Statement on Comprehensive Promotion of a Mutually Beneficial Relationship Based on Common Strategic Interests in 2008. The agreement provided an important framework for political dialogue, economic cooperation and people-to-people exchanges.

Although Fukuda retired from Japanese politics in 2012, he continued to support exchanges between China and Japan and visited China on multiple occasions. His post-political activities reflected his continued interest in bilateral relations and regional stability. His emphasis on dialogue and engagement remained a notable aspect of his diplomatic profile.

Beyond foreign policy, Fukuda pursued initiatives related to consumer affairs and domestic administration. In 2008, he also chaired the Group of Eight summit in Toyako, Hokkaido, where leaders addressed international issues including climate change. Although his time in office was relatively brief, he played a role in Japan’s public administration and international engagement during a period of significant regional and global change.

Japan’s Prime Minister Sanae Takaichi issued a statement on October 26 expressing condolences over Fukuda’s death. She recognized his service as prime minister and chief cabinet secretary, as well as his efforts to address domestic and international challenges.

Fukuda’s life spanned major developments in Japan’s postwar economy, political system and diplomatic relations with neighboring countries. His death marks the passing of a former head of government whose political career was brief at the highest level but whose efforts to maintain dialogue with China continued long after he left office.
